App store not downloading just spinning

Windows Movie Maker (known as Windows Live Movie Maker for the 2009 and 2011 releases) is a discontinued video editing software by Microsoft.

They just spin and spin. I have been trying to find the Windows 8.1 Update to download to see if that will help, however, it looks like I can only get it through the "store". Since the "store" (and mail, and games and any other MS application for that matter) just spins and won't open I am caught in an endless loop.
